A major step forward in shaping the future 'House of Cyber' has been taken following the Municipal Council of The Hague’s approval of the conditional purchase of the former Aegon headquarters in Mariahoeve.  By bringing key stakeholders together under one roof, the House of Cyber will enhance trust, cooperation and knowledge exchange, reinforcing collective efforts to strengthen cybersecurity and cyber resilience. HSD has played a pivotal role in accelerating this initiative and fostering collaboration within the triple helix of government, industry and knowledge institutions.

The municipal council of The Hague has approved the conditional purchase of the former Aegon headquarters in the Mariahoeve district. The complex will become home to a new national centre for digital security: the House of Cyber. A total of €60 million has been allocated for the acquisition and refurbishment of the premises, with costs to be covered through rental income.

House of Cyber

The House of Cyber will be located in the former Aegon headquarters in The Hague and will serve as the central hub where government bodies, knowledge institutions and businesses collaborate structurally to strengthen the Netherlands’ digital resilience. The Nationaal Cyber Security Centrum (NCSC), the Ministry of Defence, the National Police, the Netherlands Forensic Institute, and various other public and private organisations will collaborate under one roof to enhance the digital resilience and operational strength of the Netherlands, the Kingdom, and its allies.

For the Municipality of The Hague, the purchase of the Aegon complex represents a unique opportunity to contribute to national resilience against digital threats, further reinforce the city’s national and international position in cybersecurity, and prevent long-term vacancy of the site. By consolidating expertise and capabilities, partners will be able to exchange knowledge and intelligence on digital threats more rapidly, accelerate innovation, and respond more effectively to cyber risks such as cyber-attacks, espionage and sabotage of critical infrastructure.

Investing in a resilient economy

The establishment of the House of Cyber aligns with The Hague’s long-term commitment to security and cybersecurity and strengthens its international profile as the City of Peace and Justice. The cybersecurity sector in the The Hague region is growing rapidly and currently provides employment to more than 21,000 people.

Locating the House of Cyber in The Hague will further enhance the city’s business climate for national and international companies and stimulate new economic activity within the sector.

Alderman Saskia Bruines (Economic Development): “I am pleased that the municipal council has approved the conditional purchase of the Aegon complex. The establishment of the House of Cyber makes an important contribution to the Netherlands’ digital resilience. At the same time, this step stimulates the growth of The Hague’s cybersecurity cluster and creates additional space within the city for innovation, talent development and new business activity.”

Aegon complex as an ideal location

The Aegon complex at Aegonplein comprises multiple buildings offering over 40,000 square metres of office space, as well as extensive parking facilities. Its size, proximity to Mariahoeve railway station, and the possibility of combining secure and non-secure functions make the complex particularly suitable for housing the House of Cyber.

The acquisition prevents prolonged vacancy and ensures a future-proof redevelopment that aligns with the city’s profile and ambitions.

Now that the municipal council has approved the proposal to allocate credit for the purchase of the Aegon complex, the municipality and the prospective tenants will enter into discussions regarding the lease agreements. The project is expected to be completed within the next few years.

HSD community

Security Delta (HSD) has played a pivotal and accelerating role in the realisation of the House of Cyber. From an early stage, HSD has actively supported and advocated for the establishment of a central hub in which public authorities, knowledge institutions and private organisations can collaborate more closely on strengthening digital resilience.

By bringing together expertise, innovation capacity and operational capabilities under one roof, the House of Cyber will create new opportunities for knowledge exchange, joint initiatives and talent development. Together with the HSD Campus and a broad network of partners, HSD will relocate to the new building. This move underlines its continued commitment to fostering public–private collaboration and contributing to a resilient, future-proof digital society.
