Seven Dutch provinces join forces to strengthen cybersecurity

Drenthe, Flevoland, Friesland, Limburg, Overijssel, Utrecht and Zeeland are joining forces to establish a joint sectoral Security Operations Centre (SOC).  Last week, the European tender for the SOC was published. The Association of Provinces of the Netherlands (IPO) is coordinating the procurement process.

 

Through the joint SOC, the provinces aim to strengthen their digital resilience while benefiting from the advantages of collaboration. A SOC continuously monitors IT and operational technology systems, detects potential threats, and enables a rapid response to security incidents.

 

Collaboration in response to new requirements

The initiative comes at an important moment. Under the Dutch Cybersecurity Act (Cbw), which implements the European NIS2 Directive, provinces are subject to stricter requirements for risk management, incident reporting and other cybersecurity measures. Provinces are designated as essential entities under the Act.

 

On 7 August, the Cybersecurity Regulation for the Public Sector was also published in the Dutch Government Gazette. This marked the final step required before the Cybersecurity Act enters into force.

 

One shared capability, stronger collective resilience

By jointly procuring and establishing a SOC, the provinces expect to achieve better value for money than through seven separate procurement processes. Equally important is the ability to share knowledge, insights and threat intelligence. An incident affecting one province can therefore serve as an early warning for the others, enabling them to take appropriate measures more quickly.

The collaboration strengthens cybersecurity across the provincial level of government and contributes to a more coordinated and resilient public sector.
