Minister Opstelten of Security and Justice has named ‘reducing break-ins’ as a top priority. In 2013 he suggested the number of break-ins must be reduced below 65,000 per year by 2017, down from 91,153 in 2012. On the 7th of March 2014 Opstelten announced that security must be improved in the next few years for more than 111,000 rental homes. Construction companies, social housing organisations and Opstelten's ministry will start a collaboration to reduce the number of break-ins.

In addition, TNO and the Dutch National Police are starting a project called Technology Cluster for Development of Innovative Counter Measures Against Break-ins. They invite SMEs to participate in the following activities:
• A workshop session in which the Dutch National Police provides knowledge of how break-ins happen, i.e. the modus operandi of burglars.
• Translation of this knowledge into tangible sensor concepts based on available technology of participating SMEs.
• Evaluation of these concepts in a live pilot house.
