The Netherlands-Ukraine Cybersecurity Grant 2026 (NL-UA CF) Now Open For Application

Are you working in cybersecurity and want to make an impact while learning from the situation in Ukraine? Do you want your organisation to contribute to the cybersecurity of both the Netherlands and Ukraine? At the Kyiv International Cyber Resilience Forum 2026, the Ministry of Foreign Affairs and NCC-NL announced the Netherlands - Ukraine cybersecurity grant 2026 with a total budget of €2.5 million. The goal of this grant is to strengthening civiliancybersecurity resilience in both the Netherlands and Ukraine. 


With 100% funding available up to €250.000 per project, this program seeks to encourage Dutch and Ukrainian cybersecurity businesses to work together on a 6-month project. They will be working on a project that optimises one of the four following domains: 

 

  1. SOC-as-a-Service onboarding and Managed Security Servicesimplementation 
  2. Cloud Security Solutions 
  3. Identity & Access Management with a focus on e-mail security 
  4. Digital Forensics and Incident Response 

 

Scope and Objectives

The initiative aims to expand cooperation between the cybersecurity ecosystems of the Netherlands and Ukraine, helping Dutch businesses both learn from the situation in Ukraine and contribute to civil cybersecurity efforts in both countries. The NL-UA CF is coordinated by the Nederlands Cybersecurity Coördinatiecentrum (NCC-NL).

 

For who

The grant scheme is aimed at organisations in the Netherlands and Ukraine that develop innovative cybersecurity solutions, in the form of products and/or services. Under this scheme, at least one Dutch company and one Ukrainian company form a consortium and collaborate on a six-month project.

 

Four subareas

Projects must address one or more of the following four priority areas: 

 

  • Solutions that facilitate or enhance the implementation of Security Operations Centre-as-a-Service and Managed Security Services, such as tools for more efficient onboarding and deployment.
  • Cloud security solutions to support Ukraine in diversifying cloud storage and serviceproviders.
  • Solutions to improve Identity & Access Management and email protection, strengthening the integrity of data.
  • Developments that optimise Forensic investigation and incident response, including incident response playbooks, simulated scenario practices for crisis situations, and resources that support or improve forensic investigations.

Because Dutch and Ukrainian cybersecurity companies must work together in a consortium, NCC-NL will host an online matchmaking sessions on 8 April 2026 for Dutch and Ukrainian cybersecurity companies still looking to form a consortium. Interested in attending this information session? The Netherlands-Ukraine cybersecurity grant 2026 is commissioned by the Ministry of Foreign Affairs through the Tallinn Mechanism. The Tallinn Mechanism was established in 2023 with the purpose of coordinating civilian cybersecurity support of various countries to Ukraine to, amongst others, bolster the resilience of Ukraine’s civilian cybersecurity.
