The European Cybersecurity Competence Centre (ECCC) has opened a new Digital Europe Programme call providing €96 million in funding for cybersecurity projects across Europe. The call, DIGITAL-ECCC-2027-DEPLOY-CYBER-11, covers seven topics ranging from dual-use technologies and cybersecurity preparedness to AI-powered cybersecurity solutions and strengthening the European cybersecurity ecosystem.

Organisations can submit applications until 14 January 2027. The funding opportunity is particularly relevant to organisations within the Dutch cybersecurity ecosystem looking to develop or deploy innovative cybersecurity solutions, strengthen capabilities or collaborate with European partners.

Seven Topics Address European Cybersecurity Priorities

The call includes seven topics:

  • Dual-use technologies
  • Strengthening European cybersecurity technologies, capacities and preparedness
  • Regional Cable Hubs
  • Coordinated preparedness testing and other preparedness actions
  • Strengthening EU cybersecurity capacities and capabilities in line with legislative requirements
  • Enhancing the NCC Network
  • Cybersecure tools, technologies and services relying on AI

The topics address a broad range of current cybersecurity challenges and create opportunities for organisations from different sectors to develop projects together at European level.

More information on the individual topics and funding opportunities is available through RVO's Cybersecurity Funding Portal.

NCC-NL Information and Matchmaking Session

To support organisations in preparing for the call, the National Cybersecurity Coordination Centre of the Netherlands (NCC-NL) will organise a Cross Border Cybersecurity Digital Europe Programme Information and Matchmaking Session on 22 September 2026 in Utrecht.

The event will bring together SMEs, research organisations, academic institutions and other private and public organisations interested in European cybersecurity funding and cross-border cooperation. NCC-NL advisors will provide information on the call and application process, while participants will have the opportunity to present project ideas, explore potential collaborations and meet prospective consortium partners from across Europe.

From Project Ideas to European Consortia

The programme includes a pitching session in which participants can present their organisation or project idea in relation to the open call topics. This will be followed by a structured consortia-building session, allowing participants to discuss potential projects with organisations interested in the same funding topics.

The event will also feature Z-CERT, the Dutch expertise centre for cybersecurity in healthcare. Z-CERT will share lessons learned from both successful and unsuccessful Digital Europe Programme applications, providing practical insights for organisations preparing their own proposals.

The session will take place in English and is primarily an in-person event. Selected parts of the programme will also be available online for participants who are unable to travel to Utrecht.
