HSD Supports CBR in Search for Biometrics

The Central Office of Drivers Licenses (CBR) administers approximately 800.000 exams each year. Due to this large number, a good customer flow is important. Recently, CBR has investigated whether the use of biometrics could improve this flow. ‘’We look at aspects such as customer interaction, turnaround speed, but also fraud control’’ says CIO Bob van Graft. Through a market consultation session organized by Security Delta (HSD) he looked for possible biometrical solutions.

 

Due to the large number of exam candidates, it is important that the processes at CBR are carried out in an efficient way. Together with colleagues from the exam divisions, Van Graft wants to investigate how the process, particularly around written exams, can be further improved. “A friendly approach to the candidates is a very important aspect to us, but we also look at fraud sensitivity in the process. How can we improve this process, where one is not at the expense of the other?” Based on the broad experience with the government and the business community, Van Graft approached HSD to examine this subject via a market consultation session with various experts.

 

Enabler of conversations and discussions

Prior to this market consultation session with HSD, CBR launched a ‘request for information’ (RFI) about the use of biometrics in the application and exam process. Companies offered suggestions and ideas. Van Graft: ‘’What happens often with an RFI is that companies find it difficult to take a helicopter view and align with our wishes from there. They specifically want to draw attention to their product. This is different compared to the market consultation session of HSD.” HSD is an ecosystem that focuses on securing our digitising society. About 275 companies, government organisations and knowledge institutions are active within this ecosystem. Based on the request of the CBR, the HSD Office team can select the most suitable partners to come up with ideas.

Based on a broad selection, CBR has specifically opted for a session with TNO, University of Twente and Deloitte. “This has led to a number of good conversations, in which we were able to overview the material on the one hand and go deeper into specific sensitive topics on the other hand.” According to the CIO of CBR, another advantage of a market consultation session via HSD is that it is a closed-door meeting where people can talk freely. “We can speak openly about our tasks, suggestions, concerns, development plans and business processes”.

 

Privacy and support

When exam candidates enter CBR, the process of allowing them entry, registering, checking identity cards, access to the exam room and leaving the building starts. Employees are trained to ensure that this chain of events proceeds carefully, whereby it is important that candidates do not bring any technical (auxiliary) resources into the exam room. For this purpose, technical aids are used, such as cameras in the exam room. In order to improve and speed up the process, the process of the gates (e-Gates) at Schiphol was taken as an example, where aspects such as safety, privacy, speed and reliability were discussed. “Looking at the current situation regarding biometrics, it is clear that a lot is possibletechnically, but that from a privacy point of view various legal rules and frameworks are still missing. Partly as a result of the HSD market consultation session and additional information in the field of privacy and legislation, we have decided not to use biometrics at the moment.” The advice of experts to improve the process in other areas and suggestions of new innovative developments have strongly been welcomed. Van Graft is happy with the support from HSD: “It was enlightening to sit at the table with our team with the aforementioned experts. Their expertise has helped us with our future plans.”

Het CBR neemt per jaar zo’n 800.000 theorie-examens af. Gezien dit grote aantal is een goede klantdoorstroming van belang. Recent heeft het CBR onderzocht of het gebruik van biometrie die doorstroming verbetert. “Daarbij kijken we naar aspecten als klantinteractie, doorloopsnelheid maar ook fraudebeheersing”, zegt CIO Bob van Graft. Via een marktconsultatie heeft hij samen met Security Delta (HSD) en partners naar biometrische oplossingsrichtingen gezocht.

 

Vanwege het grote aantal examenkandidaten is het belangrijk dat de processen bij het CBR soepel lopen. Van Graft wil samen met de collega’s van de examendivisies onderzoeken hoe het proces rondom met name de theorie-examens verder verbeterd kan worden. “Voor ons is een vriendelijke benadering van de kandidaten een heel belangrijk punt, maar we kijken ook naar fraudegevoeligheid in het proces. Hoe kunnen we dit proces verbeteren, waarbij het een niet ten koste gaat van het ander?” Op grond van de brede ervaring met de overheid en het bedrijfsleven heeft Van Graft HSD benaderd om op basis van een marktconsultatie met verschillende experts naar dit onderwerp te kijken.

 

Enabler van gesprekken en discussies

Voorafgaand aan deze marktconsultatie met HSD heeft het CBR een ‘request for information’ (RFI) uitgebracht over het gebruik van biometrie in het aanmeld- en examenproces. Bedrijven reageerden daarop met suggesties en ideeën. Van Graft: “Wat je bij zo’n RFI ziet gebeuren, is dat bedrijven het moeilijk vinden om vanuit een helikopterview te redeneren en van daaruit aan te sluiten bij onze wensen. Zij willen specifiek hun product onder de aandacht brengen. Bij de marktconsultatie van HSD gaat dat anders.” HSD is namelijk een ecosysteem dat gericht is op de veiligheid van de digitaliserende samenleving. Binnen dit ecosysteem zijn zo’n 275 bedrijven, overheidsorganisaties en kennisinstellingen actief. HSD Office kan op basis van de vraag van het CBR de beste bedrijven en organisaties selecteren om mee te denken. 

 

“Vanuit haar rol kan HSD Office een goede enabler zijn voor het voeren van gesprekken en discussies. In mijn ogen wordt deze rol nog onderschat. Ze kennen de markt, hebben veel relaties, zoeken de juiste expertise en disciplines bij onze vraag, en leggen een onmisbare verbinding tussen overheid en bedrijven, ook internationaal”. 

 

Op basis van eenbrede selectie heeft het CBR specifiek gekozen voor een gesprek met TNO, Universiteit Twente en Deloitte. “Dit heeft voor ons geleid tot een aantal goede gesprekken, waarbij weenerzijds boven de materie konden hangen en anderzijds dieper op specifieke gevoelige onderwerpen in konden gaan.” Een ander voordeel van een marktconsultatie via HSD is volgens de CIO van het CBR, dat het een besloten bijeenkomst is waar vrijuit gepraat kan worden. “We kunnen open spreken over onze taken, suggesties, zorgen, ontwikkelplannen en bedrijfsprocessen”.

 

Privacy en draagvlak

Als examenkandidaten binnenkomen bij het CBR, start een proces van binnenlaten, aanmelden, controleren van identiteitsbewijzen, toegang tot de examenruimte en verlaten van het gebouw. Medewerkers zijn getraind om dit proces zorgvuldig te laten verlopen, waarbij het van belang is dat kandidaten geen technische (hulp)middelen meenemen de examenruimte in. Daarvoor wordt onder andere gebruik gemaakt van technische hulpmiddelen, zoals camera’s in de examenruimte. Om het proces te verbeteren en te versnellen is het proces van de poortjes (e-Gates) op Schiphol als voorbeeld genomen, waarbij aspecten als veiligheid, privacy, snelheid en betrouwbaarheid onderwerp van gesprek waren. “Kijkend naar de huidige stand van zaken rond biometrie zie je dat er technisch veel kan, maar dat er vanuit privacy-oogpunt nog diverse wettelijke regels en kaders ontbreken. Mede naar aanleiding van de HSD-marktconsultatie en aanvullende informatie op het gebied van privacy en wetgeving hebben we besloten om op dit moment geen gebruik te maken van biometrie.” De adviezen van de experts om op andere terreinen te komen tot verbeteringen van het proces en te kijken naar nieuwe innovatieve ontwikkelingen worden ter harte genomen. Van Graft is blij met de support van HSD: “Het was verhelderend om met ons team aan tafel te zitten met het genoemde gezelschap. Hun expertise heeft ons verder geholpen.”
