A cyber delegation, consisting of a public-private mix, visited Taiwan this month to strengthen opportunities for collaboration and stimulate valuable knowledge sharing. Another important goal was to explore potential business opportunities in Taiwan, and to to inform Taiwenese companies on the Dutch ecoystem. The mission was built around CYBERSEC Taiwan 2025, one of the largest annual cybersecurity events in Asia.

The target group of this mission were businesses and research institutes from the Netherlands that have visited Taiwan in the past, or those that have an interest in doing business there. The mission included visits to organisations and talks with high level representatives and teams, such as the Deputee General of Digital Affairs and their NCSC, the director High Tech Crime Team National Police Agency, director of Taiwan Railways and the board of Association Hacks In Taiwan Conference (HITCON).

A keynote was given by Dimitri van Zantvliet (CISO/Director Cyber Security Dutch National Railways) to an audience of nearly 1,000 people at the CyberSec on digital transformation in the rail industry, use of trusted and secure AI, holistic cyber approach, the qualities of his grown security team and the crucial role of trust.

Collaborations were strengthened between knowledge institutions, universities and companies including Eindhoven University of Technology, Keypasco, CFLW Cyber Strategies, EclecticIQ, TeamT5, Dutch Railways, Industrial Technology Research Institute (ITRI), and the CISO community Netherlands. In cooperation with Netherlands Foreign Investment Agency and representing InnovationQuarter talks with 15 Taiwanese cyber companies were had, who are considering opening offices for the European market in the Netherlands (The Hague and/or Eindhoven).

This mission builds on the (inbound and outbound) missions of past years, and an Memorandum of Understanding signed during the ONE Conference/Cyber Security Week in The Hague (October 2024), which marks cooperation on strengthening the Netherlands/Security Delta (HSD) and Taiwan ecosystems and cybersecurity innovation. During this mission, another commitment was given that a Taiwanese delegation will once again come to The Hague for The ‘ONE’ Conference in October ‘25, during Cybersecurity Week.

Cybersecurity Technologies is one of the 10 key technologies in the NL National Technology Strategy. Economic complementary opportunities have been noted in AI & OT Security, hardware security, identity technology, threat intelligence, post-quantum cryptography and ethical hacking.

For an impression of last year's delegation, watch HSD Director Joris den Bruinen's keynote speech at CYBERSEC 2024:

The Representative Office of the Netherlands in Taipei, InnovationQuarter, NFIA and HSD organised this follow-up visit to Taiwan following the recent incoming missions from Taiwan. This mission is also a follow-up to the NL-Taiwan cyber security roadmap, which included a 2024 visit.
