Review Report: HSD Multi-Year Strategy 2021-2025

In recent years, Security Delta (HSD) has been committed to strengthening collaboration within the digital security domain. The ambitions set out in the 2021–2025 multi-year strategy formed our basis. Together with our partners, we have created social and economic value through many different activities. Looking back, we can proudly conclude that we have realised our ambitions. HSD delivers. To give insight in the results, we have published a review report of our 2021–2025 multi-year strategy.

Together with our partners, we have achieved the set KPIs and even outperformed them on various points (see page 4, figures from 2025 are not yet included). In addition to being financed and organised in a more sustainable manner, HSD is increasingly seen and experienced by stakeholders as a trusted and independent 'connector'. The HSD “access to” proposition is also working and responding to the needs of our partners and programmes, as evidenced by our partner satisfaction survey 2025. In this survey our partners gave the HSD services a rating of 7.5. We are grateful for this and in proces for improvements to raise the bar.

In four years' time, our efforts yielded impressive concrete results. We have made an impact with our three programme lines, together with and for our partners. With various consortia,

we evoked €63.1 million in investments, above our target of €30 million. These investments do not go to HSD Office, but they do help us - with and through our partners - to achieve our common goal of making the Netherlands more (digital) secure and contributing to economic growth. Only together we secure the future.

A lot is demanded of the small but mighty team at HSD Office. Especially given the changing world and the necessity to innovatie & collaborate with our 300 partners in the field of digital security. Public Private Partnership is easily said and written down in policies, but takes a lot of effort in practice especially to create results and addes value.  We dorespond flexible to external changes and stay on track and focussed. This demands a great deal from our team.
