New Digital Action Agendas Strengthen Netherlands Cybersecurity and Innovation Drive

The Dutch innovation ecosystem has taken a significant step forward with the launch of a new English-language landing page presenting the country’s Action Agendas for key digital technologies. The initiative is led by Digital Holland under the Ministry of Economic Affairs, and places particular emphasis on strengthening national capabilities in cybersecurity and data-driven innovation.

 

At the centre of this development are two foundational programmes: the Action Agenda for AI & Data and the Action Agenda for Cybersecurity Technologies. Together, they translate the Netherlands’ long-term National Technology Strategy (NTS) into practical measures aimed at safeguarding economic resilience and digital sovereignty.

 

Cybersecurity at the core of national strategy

The NTS identifies ten critical technologies through to 2035, including Artificial Intelligence, Quantum Technologies, Semiconductor Technologies, and Cybersecurity Technologies. Among these, cybersecurity has emerged as a central pillar, not only for protecting digital infrastructure but also for reinforcing national security and economic stability.

 

The Cybersecurity Technologies Action Agenda outlines priorities for investment, research, and public-private cooperation. It seeks to strengthen defensive capabilities across critical sectors, from energy and logistics to government systems and industrial platforms.

 

From policy to operational impact

The Action Agendas are designed to move beyond strategic intent and into execution. They define required investments, innovation programmes, and collaboration frameworks between key stakeholders.

 

Development has involved broad coordination across the Dutch innovation landscape, including organisations such as TNO, NWO, and industry representatives including VNO-NCW. The process has also included consultations with cybersecurity experts, reflecting the urgency of addressing evolving digital threats.

 

Rather than introducing entirely new structures, the agendas build upon existing initiatives and partnerships, reinforcing alignment with European innovation and investment programmes, including those involving Techleap and Invest-NL.

 

International accessibility and collaboration

While the full Action Agendas are currently published in Dutch, the newly launched landing page provides English-language summaries. This significantly broadens access for international stakeholders, enabling deeper engagement with the Netherlands’ strategic priorities in AI, data, and cybersecurity.

 

The platform serves as a central hub for stakeholders seeking to understand investment pathways, innovation opportunities, and cross-border collaboration potential.

 

As the Netherlands advances its ambition for a competitive and digitally sovereign future, the priority is clear: the strategy is already defined, what matters now is delivery and execution.
