CADMUS: European Cybersecurity Talent Programme

Security Delta (HSD) and Centre for Security and Digitalisation (CVD) are part of the CADMUS consortium together with 5 other organisations in Europe. We are executing a €6,3 million EU talent programme led by the Hellenic National Cybersecurity Authority.

Our mission is to address the shortage of cybersecurity expertise in Europe by strengthening the skills of employees of SMEs and startups, civil servants, teachers and trainers. Therefore, the consortium fills the gaps between existing initiatives and offers in cyber security training by developing enhanced training curricula based on integrating proven training models and standards. Such as cyber ranges, games, hackathons, bootcamps, and traineeships.

HSD, together with CVD, led the initiative to map existing training- and education offers to labour market needs and identify gaps in several EU-countries based on competences. In September 2025 we delivered the results in a report to the European Commission, including a roadmap for training development to fill the gaps. In addition, the results were presented on several occasions for several stakeholders. They are also used as input for national and European policy development as well as education & training development by others.

Consortium

The CADMUS consortium partners are the Centrum voor Veiligheid & Digitalisering (CVD) and Security Delta (HSD) from The Netherlands, the Hellenic National Cybersecurity Authority (NCSA, Greece, coordinator), Computer Technology Institute and Press “Diophantus” (CTI, Greece), Algebra Bernays University (ABU, Croatia), Digital Security Authority (DSA, Cyprus) and European University Cyprus (EUC, Cyprus).

The CADMUS project started in 2024 and will finish end of 2027. The consortium has received a 3-year grant of €3.14 million to executes a € 6.3 million programme, co-funded amongst others by the Dutch Ministry of Economic Affairs/RVO and European Commission through the European Health and Digital Executive Agency (HaDEA) as part of the Digital Europe Programme.
