How can we keep our cities safe, liveable and ready for the challenges of tomorrow?

Digital technologies, data and artificial intelligence offer new opportunities to address safety challenges more intelligently and effectively. From managing crowds and identifying risks to improving safety in public spaces, these innovations open up new possibilities. But technology alone is not enough. To turn innovation into real-world impact, public authorities, businesses, knowledge institutions and societal partners must combine their expertise and work together to develop solutions that work in practice and maintain public trust.

The Impact Coalitie Safety & Security (ICSS) makes this collaboration possible. The coalition brings stakeholders together to tackle concrete urban safety challenges and accelerate the development, testing and implementation of innovative solutions. By connecting technological innovation with real-world needs, ICSS helps cities become safer, smarter and more resilient.

Security Delta (HSD) connects partners and drives collaboration. Through our role within the coalition, we contribute to the multi-year innovation programme Smart Secure Cities. Together with six municipalities — The Hague, Rotterdam, Amsterdam, Almere, Apeldoorn and Eindhoven — the Association of Netherlands Municipalities (VNG) and the police at both regional and national levels, more than 100 organisations work on 15–20 innovation projects each year.

The projects address concrete challenges related to public order, safety and liveability. Partners develop and test applications for crowd management, street harassment, camera technology and acoustic sensors, drone detection, cybersecurity of urban infrastructure, data collection and information sharing, and the ethical use of AI. Their work goes beyond technology alone. Privacy, proportionality, ethical and legal considerations, and public acceptance are also key priorities. Because smart safety solutions must not only be effective, but also responsible and socially acceptable.

From shared insights to practical solutions and wider adoption

By connecting public and private expertise, sharing practical knowledge and testing innovations, ICSS helps promising solutions move forward. The goal is to ensure that innovations do not remain on the drawing board, but are put into practice and, where possible, adopted by other municipalities. Together, the partners are working towards a future in which technology contributes to safer, more liveable and resilient cities.
