On 26 May 2014 the Netherlands Enterprise Agency and ‘South East Asian Cyber Resilience’ (SEACRES), a Dutch cyber security cluster, signed a cooperation agreement related to the Partners for International Business (PIB) program. The reputable and extensive Dutch knowledge infrastructure and expertise on cyber security, in combination with the network of the Dutch government, will be used to assist the Singaporean government and businesses in developing new concepts and integrated solutions for the cyber security industry. The signing of the agreement, in the presence of Major of Rotterdam Ahmed Aboutaleb, was part of the ‘A Trusted Dialogue, The Port of Rotterdam, a Trusted Gateway to Europe’ meeting on Cyber Resilience, organised by the Rotterdam municipality.

SEACRES consists of Fox-IT, Palantir, InfoSecure, Coblue, and the LDE Center Safety & Security, a cooperation between TU Delft, Leiden University, and Erasmus University. Partners of SEACRES are the Rotterdam municipality, The Hague Security Delta, and the Ministry of Security and Justice. TNO acts as representative of SEACRES in Singapore.

SEACRES focuses on three areas, which reinforce each other:

  • Knowledge creation: extensive development and research possibilities on cyber security at universities and research institutes, which are critical for the development of long-term concepts of strengthening operations and performance in the cyber domain.
  • Products and services: cyber security specialists develop integrated products and solutions for the cyber market, making use of advanced technologies in combination with other expertise.
  • Government-to-government cooperation:  with this PIB, the government will, in agreement with the top sector policy on High Tech Systems & Materials and in cooperation with Singaporean counterparts, assist in stimulating initiatives in Singapore.
