In 2020, businesses, knowledge institutions and governments are going to jointly invest 4,9 billion euros in the renewed Dutch top sector & innovation policy. Of this amount, 2,05 billion comes from businesses and 2,85 billion from public resources. This is twice as much compared to this year. This is stated in the Knowledge- and Innovation Covenant 2020-2023 (KIC) which was sent today to the House of Representatives by Secretary of State Mona Keijzer (Economic Affairs and Climate). Keijzer presented the KIC at the company Airborne in The Hague, together with minister Ingrid van Engelshoven (Education, Culture and Science).

Secretary of State Mona Keijzer (EZK): “The KIC shows that more than 2,200 businesses, knowledge institutions and governments are jointly investing in Dutch innovation. All parties which are needed for innovation are connected: from researchers to entrepreneurs who are developing these innovations, and from investors to governments, who are supporting them in this process. We have 5 billion euros a year to use smart technologies to tackle major societal challenges: Dutch solutions for international, societal challenges. In this way, we are working on securing our jobs and incomes in the future.”

The KIC brings their investments in innovation together under the new 'top sector & innovation policy'. This policy is based on the economic opportunities of societal challenges (energy transition & sustainability; agriculture, water & food; health & care; security and key technologies (such as AI, photonics, nano and quantum) and economic earning power.

The above-mentioned key technologies form a separate theme within the KIC. The total investment in these promising technologies is expected to reach around 1 billion euros by 2020. This amount offers opportunities to fill in the already presented National Agendas for AI and Quantum.

HSD Office has played a modest role in the establishment of the KIC through participation and advise on several security topics.
