The Association of Netherlands Municipalities (VNG) has selected 11 partners to support approximately 75 Dutch municipalities in strengthening their cyber resilience. The selection follows a European tender procedure and reflects the growing urgency to enhance digital security within local government.

The framework agreement focuses on improving municipalities’ preparedness against cyber threats and digital disruptions. Over a four-year period, the programme represents an estimated total value of €50 million, underlining the strategic importance of cybersecurity in the public sector.

The selected partners consist of a mix of consultancy firms and IT service providers. They will support municipalities in areas such as:

  • developing and implementing cybersecurity strategies,

  • strengthening risk management and digital infrastructure,

  • conducting vulnerability assessments and penetration testing,

  • providing training and awareness programmes for municipal staff, and

  • supporting incident response and operational cyber resilience.

Among the selected organisations are Sopra Steria, M&I/Partners, EY, BDO, Awareways, Vodafone Libertel, KPMG, Topicus, REQON and Fox-IT.

With this initiative, VNG aims to help municipalities structurally improve their digital resilience and ensure the continuity of vital public services in an increasingly complex cyber threat landscape. The programme contributes to broader national and European ambitions to strengthen digital security and resilience at the local level.
