HSD Annual Meeting: Reflecting on 2025 and Looking Forward
On 11 December 2025, partners of Security Delta (HSD) gathered at the HSD Campus for the annual meeting, a moment to reflect on the achievements of 2025, welcome new community members, and take an important step forward as we officially announced our new multi-year strategy 2026–2030 and annual plan for 2026.
Joris den Bruinen: "2025 was an impactful year for HSD. Together with our partners we achieved strong results across cyber resilience, human capital and smart secure innovation, exceeding our investment targets and strengthening our ecosystem. At the annual meeting, we celebrated these achievements and launched our multi-year strategy 2026-2030, which helps us scale impact, foster collaboration, and prepare the ecosystem for emerging digital and societal security challenges.”
Key achievements in 2025 included:
- With our partners, we realised around € 7.5 million in evoked investments, exceeding our € 2.5 million target. These include the cyber-resilient Resilient Growersprogramme(€476k), Digitalzh 2.0 to accelerate (cyber-secure) digitalisation of SMEs in South Holland(€5 million), Smart Grids project (€50k), Smart Secure Cities projects(€1.85 million), and ITVZH talent programme(€90k).
- We executed a structural sectoral approach to cyber resilience with impact, including the opening of the 'OT Security Simulation Center' by Cyber Resilience Centre Manufacturing South Holland and the milestone of three years of Cyber Resilience Centre Greenport, which has grown from a regional initiative into a national model now scaling to other sectors.
- We delivered to the Human Capital Agenda Security through the European Talent Programme 'CADMUS', the ‘IT Verband Zuid-Holland’ talent programme for SMEs, and the International Cybersecurity Summer School, which celebrated its 10th anniversary. We also published new research on the European cybersecurity labour and education market, part of the CADMUS programme, and presented it during the ONE Conference.
- Knowledge exchange and stakeholder engagement through our access to knowledge, finance & capital, talent, and (inter) national market propositions were deepened via market consultations/ innovation in the spotlight sessions, roundtables, and co-organised knowledge sessions with partners. Partners had the opportunity to showcase their expertise at events such as CyberSec Netherlands, contributions were made to the Cybersecurity Week The Hague, and we strengthened our presence at major European conferences.
Multi-Year Strategy 2026–2030 & Annual Plan 2026
A central moment in the annual meeting was the official announcement of our new multi-year strategy 2026–2030 and annual plan for 2026. As digitalisation accelerates and societal risks evolve, our renewed strategy prepares the ecosystem for a changing security landscape. The strategy places stronger emphasis on impact, scaling successes, and building a broader, more sustainable funding base to support long-term programme development.

A Community Committed to the Future
Afterwards, the community end-of-year toast took place. The moment to network and make new connections. In addition, new HSD partners and HSD Campus tenants got a chance to introduce themselves to the community. IMAP Nederland, Anovum, Key2xs, Exploit, Imotivat, and Apura Cloud took the stage to share how they contribute to our shared mission of building a safer and more secure digital society.
