Cyber Resilience Network Development Plan Provides a Stronger Foundation for Cyber Resilience in the Kingdom of the Netherlands

The cyber resilience of the Netherlands can no longer be sustained through isolated initiatives. This era calls for a single, coherent network: the Cyber Resilience Network, or CWN. Within the CWN, public and private organisations come together, contributing their knowledge, expertise, and experience to jointly address challenges that strengthen the cyber resilience of all organisations across the Kingdom of the Netherlands, including its overseas territories. For only together can we become more resilient.

 

In recent months, the NCSC, in collaboration with public and private organisations, has developed the development plan for the Cyber Resilience Network. This plan translates the Toekomstvisie Cyberweerbaarheidsnetwerk (NCTV) and in line with Nederlandse Cybersecuritystrategie 2022-2028 (NLCS) which focuses on strengthening cyber resilience in the Netherlands through close cooperation between public and private partners

 

Matthijs van Amelsfort (Director, National Cyber Security Centre) - “Cyber resilience is a shared responsibility. The Cyber Resilience Network development plan is a strong example of how government and business can come together to strengthen the digital resilience of the entire Kingdom.”

This development plan provides a solid foundation at the outset, with clear frameworks, choices, and priorities for shaping the CWN in collaboration with many public and private partners, serving as a shared starting point. As the network evolves, continuous evaluation will be carried out to determine what is needed to further expand the CWN into a successful and relevant network, which means that adjustments to this plan will inevitably be required in the future.

 

Future vision

The future vision sets out five core functions: Information Sharing, Target and Victim Notification, Incident Response, Knowledge Exchange, and Education, Training and Exercises. For each function, the development plan defines concrete objectives along with the activities and conditions required to achieve them. With this CWN development plan, a stronger foundation has been laid within the Kingdom of the Netherlands to enhance the cyber resilience of all organisations across the Kingdom.

 

Importantly, the plan does not focus solely on the European part of the Netherlands, but also explicitly includes the Caribbean territories of the Kingdom. The future vision outlines the strategic direction, while the development plan serves both as a compass and a roadmap to put this course into practice. Together, they ensure that the Netherlands, step by step and through a broadly supported collaborative network, becomes more resilient in the digital domain.

 

Collaboration

Security Delta (HSD) was actively involved in the development of this blueprint, working closely with five cyber resilience centres, including Cyber Resilience Centre Oost Nederland, Cyber Resilience Centre Greenport, Cyber Resilience Centre Manufacturing Industry South-Holland, Cyber Resilience Centre Brainport, Ferm, and the MKB Cyber Campus Noord Nederland. Throughout this process, also the interests of the HSD community were represented.
