HSD Café: International Cooperation on Cyber Security for Critical Infrastructures

This HSD Café will focus on how to protect critical infrastructures against cyber attacks and ICT failure. It zooms in on developments in the Netherlands and business opportunities at home and abroad.

We will first discuss what critical infrastructures are most vulnerable to ICT failure and attacks. As critical infrastructures (such as energy, telecom, water, transportation, banking, or the chemical industry) have become more and more dependent on ICT for its functioning, it has also become more vulnerable to both external cyber threats as internal system failures. How vulnerable are these infrastructures?

Next, we look at the HSD ‘test bed study’, a study on the possibilities of developing an encompassing test bed for all critical infrastructures. This study aims to combine the knowledge and research activities of the different critical infrastructure sectors.

In a second part of the HSD cafe we will discuss international cooperation on cyber security for critical infrastructures and possible funding through the Partners for International Business (PIB) programme of the Netherlands Enterprise Agency (RVO). Specifically, we look at the 4th Dutch Cyber Security Mission to Japan. This mission will take place between March 30 and April 3 and aims to exchange best practices on the development of cyber security test beds for critical infrastructure.

Speakers:
Klaus Kursawe, Director Research and Development at ENCS, will speak about the vulnerabilities of critical infrastructures and how cyber security challenges can be solved.

Erik Frinking, Director of the Strategic Futures Program at The Hague Centre for Strategic Studies, will present the HSD study on the development of a test bed for all critical infrastructures in the Netherlands.

Bram Reinders, Alliance Management Energy Transition at Alliander, will introduce the program of the Cyber Mission to Japan and will speak about the international business opportunities for Dutch companies in the field of protecting critical infrastructures.

Nasrath Popal, program manager Partners for International Business (PIB) at the Netherlands Enterprise Agency (RVO), will present the PIB and talk about the opportunities of this instrument for the international business development and positioning activities of Dutch companies and knowledge institutes.

Peter van Hooft, Senior Business Developer and Program Manager at the Singapore office of TNO, will join the panel discussion to share his experience on working with the PIB programme in Singapore.

About the HSD Café
The HSD Cafés are organised for HSD partners on every first and third Thursday of each month (except on public holidays). From cyber security, drones to critical infrastructure, 20 sessions will be organised around security topics relevant for businesses, governments, and knowledge institutions. In the first hour (16.00-17.00) of each HSD Café, experts will briefly present a security topic, dilemma, or innovation, followed by an informal discussion.

The second part of the HSD Café (17.00-17.45) will consist of drinks and a possibility to network. The HSD Cafés provide an excellent opportunity to meet (potential) business partners, bring along your contacts, expand your knowledge, and shape the debate on key security issues of the future.
