The Dutch Government has entered into a framework agreement with European cyber security provider ESET, enabling government organisations to access European cyber security solutions under clear and secure conditions. The agreement supports the government’s ambition to strengthen digital resilience, increase control over critical data processes and reduce strategic dependencies.

The agreement sets out requirements regarding privacy, security, data processing, data location and oversight. Compliance will be independently assessed, providing government organisations with a trusted framework for the responsible use of cyber security technology. The agreement also ensures organisations retain flexibility, including the possibility to end cooperation under specific circumstances, such as significant ownership changes that could introduce new risks.

Strengthening digital sovereignty

Cyber threats are increasingly affecting organisations that are essential to society, including healthcare providers, educational institutions and government services. By choosing European cyber security solutions, the Dutch Government aims to maintain greater control over its digital infrastructure and strengthen the resilience of public services.

This contributes to a more secure digital government, reduces geopolitical dependencies and supports confidence in the technologies used to protect citizens, organisations and critical processes.

Minister Van Weel: “With this agreement, we are consciously choosing European security solutions. This strengthens the digital resilience of the government and reduces our dependency on parties outside Europe.”

Supporting the European cyber security ecosystem

The framework agreement was developed in cooperation with SLM Rijk and includes agreements on key areas such as privacy, data management and control. It provides a reliable foundation for the adoption of European cyber security technology across government organisations.

For ESET, the agreement marks an important step in the continued development of a strong European cyber security ecosystem. The partnership demonstrates how European technology can meet high security requirements while offering trusted alternatives for critical digital infrastructure.

Dave Maasland, CEO of ESET Netherlands: “Europe does not have to choose between innovation and security. We can deliver both. This agreement demonstrates that European technology can meet the highest requirements while providing a credible alternative for critical digital infrastructure. This requires not only confidence in technology, but also confidence in our own innovative capabilities.”

Through this framework agreement, ESET and the Dutch Government are contributing to a secure, resilient and future-ready digital environment. The collaboration highlights the importance of trusted European cyber security solutions in strengthening digital autonomy and protecting society against evolving cyber threats.
