Twente Safety & Security, one of the three core HSD regions, is one of the initiators of a drone development, training and test centre at Airport Twente. At present there are insufficient test locations for remote controlled aircrafts in the Netherlands. Therefore businesses choose to test their drones abroad. Builders of drones, researchers and government officials have an urgent need for space to test safely with drones. Also for the practical training requirements for drone pilots per 1 July 2015 such special locations are needed.

The establishment of a drone development, training and test centre is in line with the recommendations of the HSD Report on Drones, calling for cooperation between drone developers and governments to strengthen business opportunities and thus the national economy. Airport Twente has excellent facilities for training, testing and simulation flights with drones.
