The HSD Trendmonitor is designed to provide access to relevant content on various subjects in the safety and security domain, to identify relevant developments and to connect knowledge and organisations. The safety and security domain encompasses a vast number of subjects. Four relevant taxonomies (type of threat or opportunity, victim, source of threat and domain of application) have been constructed in order to visualize all of these subjects. The taxonomies and related category descriptions have been carefully composed according to other taxonomies, European and international standards and our own expertise.
In order to identify safety and security related trends, relevant reports and HSD news articles are continuously scanned, analysed and classified by hand according to the four taxonomies. This results in a wide array of observations, which we call ‘Trend Snippets’. Multiple Trend Snippets combined can provide insights into safety and security trends. The size of the circles shows the relative weight of the topic, the filters can be used to further select the most relevant content for you. Importance of data sharing outside government has increased as the result of opportunities of digitization
Public organizations are data-intensive organizations. Data is the basis for public services, case handling and decision making. Because of this there is a lot of attention already paid to data sharing by government. However, sharing data outside of government is a new development. The importance of data sharing beyond the lines of government has grown steadily in recent years as a result of the opportunities that have arisen through digitization. Data sharing is regarded as a precondition for leading the way on the application of Artificial Intelligence (AI).

De rol van de overheid bij datadeling
Publieke organisaties zijn data-intensieve organsaties. Data is de basis voor publieke dienstverlening, zaakafhandeling en besluitvorming. Hierdoor is er al veel aandacht voor datadeling bij de overheid. En toch, is het delen van data buiten de overheid is een nieuwe ontwikkeling. Dit onderschrijft ook het ‘Kamerbrief visie Regie op Gegevens’. Het belang van datadeling buiten de overheid is de laatste jaren steeds verder toegenomen als gevolg van de kansen die ontstaan zijn door digitalisering, zoals ook benadrukt wordt in de Data Agenda Overheid en de Nederlandse visie op datadeling tussen bedrijven. De begin 2020 gepubliceerde Europese Datastrategie roept lidstaten op om samen te werken aan een Europees datagestuurde economie. Datadeling wordt bestempeld als een randvoorwaarde voor het voorop lopen op de toepassing van kunstmatige intelligentie (AI) - zonder data kunnen zelflerende algoritmen niet leren. Binnen een interne markt voor data kunnen gegevens binnen de hele EU en door alle sectoren heen vrij stromen.
