Introducing a New Resident of the HSD Campus: the Global Forum on Cyber Expertise (GFCE)

Earlier this year, during the Global Conference on Cyber Space (GCCS), the Dutch Minister of Foreign Affairs and Minister of Security & Justice together, with 42 governments, intergovernmental organisations and companies, announced the establishment of the Global Forum on Cyber Expertise (GFCE) in The Hague. As of 1 September the GFCE has set up its secretariat at the HSD Campus. 

“The GFCE is an international platform organisation for countries, international organisations and private companies to exchange best practices and expertise on cyber capacity building.”says David van Duren, Head of the GFCE office. “The aim is to identify successful policies, practices and ideas and multiply these on a global level. GFCE members develop practical initiatives to strengthen cyber security, fight cybercrime, protect online data and support e-governance. An example of such an initiative is the support in setting up national Computer Security Incident Response Teams (CSIRTs). The GFCE works closely together with partners from NGOs, the tech community and academia.”

Van Duren further emphasizes “The GFCE is an international platform for public-private cooperation. This multistakeholder approach led to the choice for the HSD campus as the location for the GFCE secretariat. As an independent international organisation the GFCE is not a member of the HSD Foundation. However, the HSD Campus offers us an interesting working environment in the center of the Dutch cyber security innovation ecosystem. As an international knowledge hub for cyber capacity building the GFCE could also have valuable insights that might be of use to the other residents of the HSD Campus.”

The choice of the GFCE to establish their independent secretariat at the HSD Campus therefore directly strengthens the dynamics on campus and is a strong impulse for the innovation ecosystem. With the presence of Europol EC3, NCI Agency, the Dutch Cyber Command, the National Cyber Security Centre and numerous specialized public and private organisations, The Hague has acquired a very strong position in the field of cyber security.
